The panel needs unobstructed northern sun — a fountain in shade with the panel in shade will disappoint, and that is the usual reason solar pumps get returned. Keep the intake clear of leaf litter and lift it off the pond floor so it is not drawing silt. The LEDs are what make it worth having after dark, so site it where you can see it from inside.
